By flushing a toilet, it releases water from its cistern down the toilet pan, this flushes out to a soil stack which leads into the sewer network. Every toilet cistern flush should be powerful in its release and then refill the tank again quickly and quietly.
Different toilet cisterns have different flushing systems and will vary in the amount of time they take to refill after flushing. In most cases the water pressure will have an impact on this, the gravity systems are generally both quiet and effective.
The flushing system and the refill valve are the two components inside a toilet cistern, refill valves are prone to problems and are usually the cause if there is a problem when flushing.

If you often need to flush your toilet more than once you could have a plumbing problem. It is always advisable to seek the advice of an expert, ask your local plumber to investigate what might be causing either a slow cistern refill or weak toilet flush.
Toilet Blockages
To investigate if the toilet drainage has a problem slowly pour a bucket of water down the toilet pan to make sure the water level does not keep rising, if it does, stop pouring and wait to see if the water drains away. In this case the system probably has a partial blockage and will need special plumbing tools to clear any blockage.
